What’s the Difference Between Manufactured ADUs & Modular ADUs?

Manufactured and modular homes are both a type of pre-fabricated home, but they differ in construction standards and foundation options.

Manufactured homes are built to the national HUD code and can be placed on different types of foundations, such as pier and beam (allowing relocation), permanent foundations, crawl spaces, or basements.

Modular homes are constructed to meet all applicable state and local building codes, and are built similarly to traditional site-built homes. Modular homes are often required to be permanently installed without a steel frame, while other areas may permit on-frame foundations.

Size Limitations: In Coconino County, an ADU can be no larger than 50% of the size of the primary residence and must not exceed 1,000 square feet in total size.

Long-Term Use Only: ADUs in Flagstaff are typically restricted to long-term rental use, not short-term rentals like Airbnb.
